Luo Qiu was somewhat unsure of what she had heard.
"The Hunting Team", "Your Highness", "Crafting Wizarding Weapons"?
If any one of these words were taken out of context, Luo Qiu would think he was hallucinating. But now he had no choice but to think about it more.
Judging from the conversation, the reason the three of them did all this was because a princess had lost face.

The "Princess" most likely refers to Alicia, or someone behind Alicia. The crafting of the magical artifact probably refers to the "rose" at the concert. The assassination mission likely refers to someone murdering Mr. Winslow nearby after the concert.
Then consider Alicia's sudden appearance in the Bureau of Investigation. On the surface, it's because Winslow's affair has come to the public eye and will affect her, but in reality... is it for the sake of face?
But this is where the problem arises.
What role does the Investigation Bureau play in this? Is it a mouthpiece for the forces behind the Fog City?

It was almost midnight, and there were few vehicles on the road. The pattering rain further blocked out any other noises.
