The idea of a dragon openly sailing in to trade with people was unprecedented, even in Waterdeep, the most open and tolerant city in Faerûn. Everyone was doing it for the first time and had little experience communicating with dragons, so naturally, many things were not considered thoroughly.
For example, there wasn't a single place suitable for a dragon to stay in the vast deep-water city. After exchanging pleasantries with the nobles and merchants, Casalos, who was unwilling to transform, had to return to the Iron Dawn and wait for the nobles and merchants to complete the tedious council process so that a new formal venue could be set up in the castle district's main market for talks with dragons before they could proceed with the negotiations.

As an ancient true dragon, this is truly incredible... Yes, Tauna is certainly a dragon, otherwise she wouldn't have needed to persuade the dragon wizard to settle in Waterdeep.
