This city is home to the most powerful race in Heroes of Might and Magic, bar none.
In a normal match, if both sides are evenly matched, the winning side has a 70% probability of being Elemental City.
Because this city is just too overpowered. Other cities produce one level 7 unit per week, plus two from the castle, while Phoenixes start at two, plus four from the castle, and six from the artifact.
Although the Phoenix's combat power is relatively low, it is still stronger than the Ghost Dragon. Moreover, it has jet attack and resurrection capabilities. It is a level 6 unit known as the Exposure Maniac, commonly referred to as the Spirit Elementalist or Magic Elementalist.
It's also a monstrous unit, the kind you least want to face when exploring the wilderness. It's immune to magic and has area-of-effect attacks. This guy also has a nickname: Little Black Dragon.

The Tier 1 unit, Little Butterfly, upgrades to Big Wave Saucer. It has the best-looking appearance in Heroes of Might and Magic III, although its attack power, defense, and health are all low.
But it's incredibly fast, reaching a whopping 9 points, and the attack can't be countered, making this move extremely powerful. If used well, it can be devastating.
In addition, the sheer number of Big Wave Discs means that skilled players can clear monsters without taking damage. As long as you know how to use the Waiting skill, you can easily crush your enemies.
